Will low wisdom say 8-10 cause an increased chance of spell failure for a mage?

You pretty much get mostly bad options at your current wisdom. Other than that, wisdom doesn't mean much as far as your spellcasting ability. It does increase your saving throws versus mental effects (charm, confusion, etc.).
