For you Bible scholars: isn't the title of this thread a passage from somewhere in the Bible? So I friend of mine claims, anyway. Anybody know where?

Well, kind of, but not exactly in those words, so far as I can remember. There are some scriptures condemning the drinking of too much wine, but most scriptures about wine approve of us drinking it!
Proverbs 31:6,7 may be the one you have in mind, though I am not sure. I have a vague recollection of the wording you quote, but I can't find it. Yorick might be able to recall it!

"Give intoxicating liquour, you people, to the one about to perish, and wine to those who are bitter of soul. Let one drink and forget one's poverty, and let one remember one's own troubles no more."

And Ecclesiastes 9 as a whole points out that since we are all going to die anyway we may as well enjoy ourselves and wine is one of the ways to do so. But it does go on to point out a moral lesson!

Dio, I've heard that too it may be from the Catholic or one of the Orthodox Bibles, I do not recall it from the Protestant Bible
