I believe when you're casting from scroll, the level of the spell is determined by the scroll's creator and not your PC's level.

So chances are I don't know who created the scroll so the effect of 'level' will be pretty random, but for my two low-level Gnome Illusionist it's bound to be a good thing. Come to think of it, I bought a lot of stuff from Orrick and he must be a pretty powerful Mage.

most scrolls (and wands, and other magical items) are cast at 1 level above the minimum level needed to cast the actual spell (6d6 fireballs from wands or scrolls as an example) unless otherwise stated (6d6 from aganazzar's scorcher from wand of fire)

Most scrolls in the IE games are cast at caster's level 10.
