Two toolset questions:
1) How do you add monsters from downloads into the toolsets?
2) How come you can invent a mod where it is snowing all the time, but there is never any snow on the ground?

1) Downloaded monsters come in one of two forms.

The first of these is the .erf. .erf files are usually placed in your /nwn/erf folder, but can be placed anywhere really if you know where to find them.
To include these, open your module. Then go to File -> import, and select the proper file. You may be asked to overwrite resources, which is usually but not always what you'll want.

The second is the .hak. Hakpacks are to be placed in your /nwn/hak folder and won't work anywhere else. Also, for anyone to play a module including a specific hak, that person will need a copy of the hakpack.
To include those, go to Edit -> Module Properties. Select the Custom Content tab, and in the drop-down menu, select the hakpack. The toolset will then 'build' the module for you, which basically means that it's going to check for any conflicts. Since this may take a long time depending on the size of a module, it is a good idea to add hakpacks very early on (the same holds true for setting custom factions).
After that's done, you might (not necessarily) have to save, close the toolset and restart it.

In either shape, the monsters will be found on the creature pallette after that.

2) Probably because the snow is resource-intensive as it is, without a system for snow build-up and melting being in place.

2) But it could be building up and melting at the same time.
Guess I shouldn't complain. At least there is water animation.
