Is it possible to have lets say a lvl 10 Druid having Access to all lvl 9 of his spells and multi-Classed with a Wizard lvl 10 with all lvl 9 spells?
Can wizards learn 9th lvl spells off scrolls when only lvl 1? |

You could probably put level 9 spells in your book but the highest level spells a level 10 mage can cast are level 5. Likewise the highest level spells a level 10 druid can cast is 5. So you'd have a character that could cast lots of different low level spells but n high ones. at wiz10/dru10 you'd have 2 level 5 wiz spells and 2 level 5 druid spells, plus bonus spells for high stats(20 or more to get bonus level 5 spells).

Draggor is right - minus that you cannot scribe spells into your spellbook before you would be able to cast it.

Is there anyway to edit your character in say, Toolset?
there is a console cheat: dm_allspells but i dont know how 2 work it. |

Console cheats allow you to change things within the scope of the game, like modifying your character's stats. They won't let you break fundamental rules of the game.
