Do have to complete the ahrine of anephas before you go to this area, if not how you get to it?

Traditionally you get to the Lost Sea by completing the Anephas' Tomb.
 Some folks have managed to get over there by tree surfing but not everyone can do that well. Go for the Shrine! Wyv |
