I am on the horse in the Toad Village, and cannot find a way to get up onto the platforms. I can hear a toad talking to me but cannot see him.

Leave your horse on one of the little islands, then swim between the 2 little buildings beside each other in the water. One of them has a ladder leading up to a platform.
