I can't remember if buying a spell book and using it teaches you the spell or not. I think that the scrolls can just cast the spell once, and the books teach you the actual spell as long as it's in one of the classes that you already have. Is that right?

Yes books teach you the spells. And yes they don't do anything if you already know the spell.

Correct. They teach the spell, with one minor side-effect: if you learn a spell at level-up, you get a boost in mana points. That does not happen with book-learning spells.

And you might want to check what books are available in guilds.
So you don't have to learn all spells by leveling up, buy some spellbooks from guilds, it helps to gather all spells

And you can get the information Olli suggested here.

Some certain people in the game carry always carry books which can be purchased, stolen, and... well... taken from their corpses. Furthermore some treasure chests contain books as a fixed treasure. If you are interested, I could compile a small list.

Since I never use books, I have always wondered...when you learn the spell do you also get the appropriate mana boost too? Or do you ust recieve the spell with no additional mana?

You receive the spell. No mana boost. That's what I meant to say up top there.

Gotta work on communicating more clearly...
