Start the 'Sir Sarles' quest at the Temple of Helm (unless your main character is a cleric) and make sure you don't give him the real illithium.

Go to the temple of Helm and initiate the Sir Sales quest like DM said. Then talk to the man, he's in the government district. Next you need to go to Waukeen's promenade where you'll need to speek with the ore merchant.
Make sure you know where the Illithium can be found and ask her to make some fake as well.
Get the fake Illithium and collect the real stuff as well. Upgrade your mace, then bring the fake stuff to the temple. They'll find out, but that doesn't matter too much. There ya go, 1 macie +2
