I'm playing a multi-classed Gnome and did'nt get them either. Apparently you have to be Human/Elf/Half-Elf for them to kick in.

you also need anomen in the party for female leads and Aerie or Viconia for male leads

Yes, Jaheira is rather useful. I find her to be quite easily manipulated.
