Is it better to use the highest or lowest power I can cast? Should I try for red or green?

You can cast a "Light" spell in red. It's not expensive,the training is better and if you fail you can try it again . But a combat spell should better be green because a backfire from a "Fireball" is not good, as you can imagine .

So IMO all non-combat spells can tried in red ( better yellow ) and combat spells should stay green.

Nope. You get more credit toward Skill increases for casting more spells, not at higher PL. It's totally a waste of Spell Points to cast any higher than PL1 if you're only doing it for practise. Also, any buff, including Light, will not help practise if it's already in effect at the PL you are casting or lower. There is one way to practise where you cast in a series, for example with Magic Screen, which you want at highest PL so it gives you more protection; cast once at PL1, then PL2, etc, until you have it at PL7. (do this at a Mana source, like a Merchant who'll recharge your Mana Stones, or the Hex fountain.)
Although if you keep failing, that does train up, so in the case of continued failure it does help to cast in the "red", but once you've succeeded, it doesn't do any good until it fades.

I never cast Light, because i like to sneak around, and Stealth and Chamelion are useless if you're all lit up.

In combat, once again, practise works best if you cast at PL1, and if you can cast from each Realm you can keep going for some time, esp if you have an SP-regen item on.
