You need to do Renal Bloodscalp's quest to find Edwin. Check the Shadow Thieves guildhall in the docks district to speak to Renal.
Check outside the prison in the government district in the early evening to find Viconia. Sometimes her appearance is randomly triggered, just keep going back there. |
