I share carrotdudes confusion over the link between monkey and stimulus bill. This is, however, probably linked to my lack of awareness to details surrounding the bill?

As for the "racial degredation" claims, my own opinion is that in this time period/era/day and age (take your pick), the only ones truly holding racial minorities back is themselves. At the very least from what I can see around me that is the case. That's not to say that racism doesn't still exist, but it's not the driving force it once was. Unless you count the dislike that "minorities" (that's a generalization, not an all-encompassing absolute) have to white people.

This is all based on my admitedly limited observations of those around me, so take it how you will.
