See title. If the romance is not completed (I'm not saying ended early, I mean it hasn't gone all the way through) by the end of SoA, will it continue in ToB?

If your partner was Bodhi-kidnapped, it will continue in ToB.

You can also just hack the variable, or use the TOB flirt pack, which lets you summon up the NPC in-romance in TOB.
