I an getting the option in the Ishad guilds to train my spell skills to level 8, but the highest listed in the manual is 7.

Are there undocumented goodies worth going for?

(Or, more likely, is there one piece of code that counts from 0 and another bit that counts from 1. Highly probable, since shopkeepers can't even reconcile their buying and selling prices!)

The spell level there is spells to learn is 7, but you can always learn the skill further to increase the skill potential (I guess some spells will have a more powerful effekt if you have a higher skill)

Spell levels can be raised to 12. It seems to have one reason -- if you switch your current Guild to one that no longer teaches a type of spell (say Vine), you can still learn those spells, but at a rate of ˝(Spell Level). So, if you push it to Level 12 Vine, then switch, you can still learn up to Level 6 on Vine Spells. This method favors those who stick around long enough to learn the Level 7 Spells in a category before switching Guilds, however, if you are willing to sacrifice, you could add the Level 7 Spells to your Spell Book as soon as you are able to, then switch Guilds and add the rest as you progress in that Guild. As long as your new Guild isn't another magic-type one (thus, forcing you to choose which Spells you would like to add), you could fill in the gaps in your magic while progressing in a fighter-type Guild.
