Um... in a way, nowhere. In order to get the sling, you'll have to download the Bonus Merchants patch from somewhere like Baldurdash; it's the addon that was released with the special edition version of BG2, and adds two new shopkeepers; Dierdre in the Adventurer's Mart, who deals in weapons and items from Planescape - Torment; and Joluv, a trader in the Copper Coronet, who sells Icewind Dale gear. Joluv has Everard's Sling +5 in his possession.
