I've read online about deep gnome decoys, and although they have their merits, the idea seems a bit boring to me (at least make them do more!).
What kinds of characters make viable, decent melee characters in HoF mode?

*ahem* summons.
If you are going to melee at all seriously, you need massive spell support. Buffs are the way to go, particularly ones that cause enemies to miss outright (Mirror Image, Improved Invisibility). Damage resistance is also valuable. I wouldn't worry about it too much. Your melee characters just need to hold 'em until you can get off a Symbol of Hopelessness or Wail of the Banshee.
