Only by using Shadowkeeper.

I though as much, but I cant find anything to do with NPC's when I'm in shadow keeper. I open a saved game file, and I only see stuff about my character... am I missing something?

Well, below your characters portait, there is the button change portrait, below that is a scroll bar that let's you scroll to the left and right, and this is how you switch from one NPC to the other.

Are you choosing a savegame that has more than your character in the party? If the answer is yes, then use the scrollbar directly under your character's portrait in Shadowkeeper and pull it to the right.

Thanks. I got it fugued out now. I'm an idiot. I saw the scroll bar, I just wasn't think. I figured it didn't do anything.
