Does Blackadder count? He may not exactly be a villain, per-se, but he's surely villain-like, no?

And he's soooo hilarious! Every two seconds he comes out with some witty comments that gets be bursting into fits of giggles:

"This is the stickiest situation since sticky the stick insect got stuck on a sticky bun."
"I believe the phrase rhymes with 'clacking bell'"
"His movies are ball-bouncingly fun!"

Errrm... we seem to be blurring slightly two questions here. As I understood the thread title this is supposed to be able likeable villains, not villains we like to watch. Is Freddy Kreuger really likeable? He kills kids... Sure, he's fun to watch, and witty, and cool, and so on. But he's not actually a person who, if real, you would actually like. Is he? I hope not. Same goes for Darth Vader. He's cool, but not likeable.

So my suggestion would be Neil Macauley from Heat.

Yes Yes Yes! (hey something we agree on Morgeruat ) That guy is so over the top, in a classy way, with his acting he makes great 'bad guys' The series -wise guy- about corruption in the music industry and the one where he plays a devil (neverending story?) are standouts IMO
