Definitly most Monty Python movies or anything with those actors and writers. The original Muppet movies are great, too. Best TV series were My Favorite Martian, Happy Days, and Red Dwarf.

Charlie Chaplin's movies. Humorous but moving as well, and they often contain much good social satire.

A friend of mine showed me an anime series once called (I think) "Golden Boy" that was great. As for movies:
The three Monty Python movies (Grail, Brian, and Life)
Airplane
Blazing Saddles
Young Frankenstein
Dr. Strangelove (Sellers best performance IMHO)
South Park: Bigger, Longer, and Uncut
The Kentucky Fried Movie
Top Secret!
Rushmore

That's all I can think of right now.

I forgot about the Coen brothers.
The Big Lebowski
Raising Arizona
