One sure way to reach 100%: talk to everyone, look in every chest/crevice/box, point your mouse at everything. Take your time and enjoy the BG2 XPerience.

You don't need to talk to everyone; just the people who have real names. Talking to every commoner/boy/girl/cow is a waste of time, and you don't get good information [img]smile.gif[/img] Town criers and stationary guards are generally useful, however.

I'll give you a slight spoiler, but not full one to get the permit:
~ ~ ~ ~ ~ Go into the main government (counsil) building. As you enter the district, the building is on your character's left. |
