I would suggest loading an earlier save and leaving the Elven city & finish up whatever major quests that have yet to be done. Even if you are at the exp cap (assuming ToB is not installed), there are still some nifty items you can find by doing so. For instance, doing the Planar Sphere gets you the ring of acuity (extra spells for mages at levels 3,4 & 5 iirc).

The Ring of Acuity gives 2 lvl 2 spells, 1 lvl 3 and 4 spell.

If you mean do you only hve so long to save the tree of life then the answer is no... even though they say that you need to hurry nothing will happen if you spend months doing something else.

If you mean you only have a time limit to save the game the answer is still no

Here's a thought: Thorgrim, what difficulty do you have the game set on? If you've got it on "Easy," the monsters do less damage, yes, but they give you less EXP, which I think is probably why your party is so low-level. My Anomen is only 2 Cleric levels below you, and all that my party did was
de'Arnise Keep
side with Shadow Thieves
get the Daystar
and then we hopped on the boat to Spellhold. We just left the Underdark.

The game adjusts the difficulty to the Player's average level in some fight, but the majority of the fights are always the same.

If the difficulty was always scaled, the game would be pretty linear, and thus, boring, don't you think?

No, they don't.
I just tested - killing a Beholder was worth 14000 XP on both Insane and Easy levels.

That is a myth that must be broken.
