Did anyone ever drink from this cup ?

I personally don't think it's worth it. My highest skill is agility-150, and my lowest is mercantile-61. I just don't see the need of getting my agility up even more, while mercantile would drop even lower than it is right now.

If you drink from the cup, how much will it raise your best skill ?

Bittercup causes 20 points skill movement in each direction. It is definately not worth the taking. It's part of a theives guild quest so if you are in the guild I strongly suggest you do not use it as it has other more important uses.

Yeah, i know. I already gave it to the person involved in that quest. I just thought you could still give it after drinking from the cup ?

If you read the text that appeared when you first grabbed the cup you would have noted that once you drink from the cup it disappears forever. Unless of course there were a way to console it in as an item and still use it. I think once you decline you can no longer use it for yourself.
