Anna and Crock do not always have these items in stock. Try resting 3 times. This usually resets their inventory.

~~zud~~
you prolly already do this, but just a reminder. scroll thru the whole list. they are usually buried in several spots, instead of grouping together. later on, that becomes especially true. and, i believe you may need to rest 4 times, rather than 3, for them to restock. V***V

Inventories can fill up with useless stuff (like plain arrows and stones), so if you are resting a lot, you might need to purchase the excess and dump it.
You can also use the filtering buttons in the shops. There's one that looks like a backpack that shows non-wearable items. If you select your gadgeteer & choose the hand-with-thumb-up/green-circle you'll be restricted to items the tinkerer can use. (Similar buttons for sorting/filtering you party inventory.)

Don't forget picking pockets. I lost patience with Crock, who just wasn't showing any gadget items. So my Rogue worked on him until we had the stuff we needed. Try that as a last resort if you have a party member with good pickpocket skill...and always save first!
