I don't know its exact location, but it's in the western part of the third floor. Narrows it down a bit

IIRC, the Bonding Agent is in the kitchen, on the 3rd Floor, in the back room - you can loot the "chests" in the Hand without arousing anyone's anger (I held off for a long time before saving & trying that, afraid everyone would go hostile on me).
