Perhaps this is a case of my D&D experience being so long ago that I don't quite remember/understand this. Does 30/29 mean he is a level 30 mage AND a level 29 mage, with all the spells that come with both (i.e. 5 first level spells for the level 30 mage plus 5 first level spells for the level 29 mage?)

That Irenicus is a lvl 30/29 Mage is BioWare's way of making him more powerful. They couldn't have him level up any more after lvl 30, therefore, they added another 29 levels as a secondary class. Quite simple, really.
