No, few enemys in the game are hard once you've understand how to do.

Tip: use the spell protection from acid on all of you party members. this will make you immune agianst all of his breath attacks.(which is the main party killer)

=) I just used Imoen.... Time Stop.. and then you just have to walk up to that stupid dragon att slay him... attack him with you, dagger och s-sword or whatever you“v got...
