What level does a Cleric need to be to turn Vampires?

EDIT: apparantly it only takes SoA and not ToB levels into account. But I think the pattern is obvious you can easily extend it to higher cleric levels.

You can not turn a Bone Golem as it is no undead. It is a construct.
