Required level is the minimum level you have to be to do it. Quest level is the level the quest is balanced against. A level 63 Quest would be red to a 60. A level 60 quest would be yellow or green, I'm not sure.

Level 60 is not the max level, there are monster mostly boss monsters who have a little skeleton by their potrait even if you are level 60. I've read somewhere that the guy with the horse who is standing in front of Stormwind is level 100++ .

I'm pretty sure on my screen he comes up as level 62 also.
The level 500 mobs are just titled "BOSS"

I mean lorewise. Do you actually believe Edwin Van Cleef is level 25 ? He got a CR of 16. As i say again, WOW level sucks!

Where are level 500 bosses? As WOW's level system is basically exponential in terms of power rather than linear (meaning: a mob 5 levels higher than you is always more than twice as powerful, no matter your level) then a level 500 is almost unimaginable.
