How do you trap a soul (spoiler needed) ?

There is good place to get soul gems in the Tribunal expansion, but in regular Morrowind I only ever found them through theft or by looting caves.

You can buy some gems at the various mages guilds... enchanters usually sell them. Maybe Telanni have those as well.

That's because guards are able to understand whether an item in your inventory is stolen, and they confiscate it. So if you happen to have a price on your head, you had better get it removed or, if you want to pay the fine, be sure not to have any stolen object when you speak to the guard.

at the mages guild in Balmora, the enchanter only sold ones that already had a soul in them... Is it the same for all of them?

Okay somebody help me here. I have wandered ALL OVER the telvanni towers and nobody sells golden saint spells. Do you have to be telvanni to get the spell?

Well, summon golden saint is one of the most elusive spells... IIRC it's rank related in the Telvanni house. If you want scrolls, they are rank related in Mages Guild.
