Ever visit that tent, NW . .just outside trademeet ?
There's an entertaining fellow there, claiming to have fought a dragon, of which he now enjoyes the treasure. You need high wisdom to be able to say : -" I am wise enough to see through your tale, ... " Examples for Int. and Cha. have been given allready So yes indeed, both Int. / wis. and charisma are needed in dialogue.

I always use Aerie to talk to the guy in the Trademeet tent and the Spectator in the Sauhagin city since her wisdom tends to be the highest of the group. Potions of Insight would also work as well temporarily for this if you wanted to use a character without a naturally high wisdom. Enough potions of Insight and even Minsc could talk to them!
