Sugar Lips Habasi from the thieves guild in Balmora asked me to find a master of security in Balmora. I've been running around quite some time now but i can't find him. Can someone tell me where to look ?

Yes sir Johnny, This actually is my specialty. The master of security in balmora.......................................Its a high elf. He lives in the residential side of town.........name starts with an H...., any who he lives right by the odoi river. The only thing im good at here is knowing which person does what.
