in the bridge district next to the house where you found the man in red (very last house on the waterside of the bridge) it's the one to the right, there are 2 doors, both highly trapped, one door holds a house identical to the skinners place, the other opens into a void, if you have a rogue stone click on the void to enter, be prepaared for a VERY tough fight (yes there are cheesy ways to make it so much simpler, but that's cheating) part of the loot from the fight is the staff.

There are tonnes of rouge stones so dont worry if you cant find any, cuz I have about 8 of them and I am about 2/3 of the way through the game (I have completed it before).
