Where is stairs to 4th level ? I'm assuming that the 3rd level is the one with all the demons/monsters/etc
that lay into you immediately - even if invisible! 1st Level - in from outside 2nd level - has Ruin Lords and Tan's girl friend 3rd level - many many monsters very tough. I did run around most of this area and did NOT see any other stair/door to go to a 4th level confused |

Hmmm. Odd about that. We had no problems with monsters in the main tower (aside from the fight with the demon constructs). Did you get a delegate's pass from the guy on the first level?
Anyway, the stairs to level 4 are just south of where you stand when you reach level 3. |

Got the delegate pass, but everybody/thing on the 3rd level tries to kill me onsight!

Well, there are a few places you can get into trouble on level 3. For example, trying to get into the pool room before you're ready. Also the twins bedrooms. Otherwise, though, you shouldn't be running into fights.

What can I do on top the cleric tower after killing off every legionnaires in that tower that guarding the prisoners and the bonds

Well, first off, the prisoners are in the WAR tower. All you have to do here is talk to them to find out what each one needs you do to. Then get the bonds. Now you can leave the tower to get the other items for the cleansing ritual.
