where in the bridge district is the guy in red? you know, the one who's bit of shirt you get after doing the tanner quest (and for subsequent ones).

The tanner quest has nothing to do with the man in red. You got that bit of shirt after finding the man buried alive in the graveyard.

You can find him in the bottom left.

now why did I think it had something to do with the tanner??? god, I think my brain has turned to mush in these months from school. and he's in the bottom left of the bridge disrict?

He'll only be there if you followed your clues correctly: Questioning Tirdir (the guy you hauled from the grave) does not provide you with any mention of the Bridge District. Tirdir only mentions that right before he was buried, he heard his captors talking to somebody else, perhaps a caretaker of some sort.

If you followed the right track, casting Detect Evil in the Bridge District will provide you with your target's name.
