Just keep playing the game and soon when u have 15000gp, go talk to the guy u met in the Slums saying "coo". After that, u'll get connected to the Shadow Thieves, do a few quests appointed by them and u'll be on the ship in no time!

And then after the boat ride, keep doing quests, and eventually you'll see Saemon again. Hitch a lift with him back to the mainland.
