I know I'm supposed to flick a switch in each of the two small rooms near the fountain room to get the alcove to open that contains the chest with the third tablet piece. Only problem is, I think I need another Glowstone. I have one, but the switches aren't turning in the room I open. Is it possible I'm bugged? If so, are there any character editors out there that I can add a glowstone to my inventory with?

Rather than give in so easily and have someone hack you something, why don't you do what many if not most of us did and go back through the spinning room and retrieve your first glowstone, which is no longer needed for the second passage (as theoretically you shouldn't need to go back)? You will only find three glowstones in any case -- the one that the first mermaid gave you, and two in chests. This dungeon is relatively easy to complete with the materials given. You will, in any case, need two glowstones for where you are at, because otherwise you will not get the lever to stay turned unless you can turn the other one.
