can someone explain why these potions that give permanant increase in abilities cannot be found in the game(at least i never) but can be found on the item list?

Because they were probably not added to the 2DA file that controls items drops, both "random" and otherwise.

it could possibly b to do with the 3E rules, because you get an extra stat point every 4th lvl, there is really no need for these potions in the game. anyway that's the best reason i can think of.

Because such potions are extremely powerful, and will be extremely hard to find. IIRC, there are a few in the game as part of random treasure. Dunno where though, so youll have to get lucky to find them.

There is atleast one that is a set treasure item, it's in the treasure stash of the second dragon you fight. IIRC it gives +2 wis -1 dex.

The only other ones I can immediately remember are: (1) a potion that permanently increases your magic resistance, (2) a potion that permanently increase damage resistance, and (3) the previously mentioned +2 wis / -1 dex.

There is also another potion that will swap a point of con and a point of dex if I remember right.

NONE of the above listed potions were tough to find. AFAIK they are static treasures.
