I know you can play ToTSC w/ BG1, can you do the same with TOB?

Yes and no.
You can do "Watchers Keep" while in SOA, but the rest of it is intended for after you have finished SOA. WK (I am about to do it) is a many leveled quest. |

Not counting Watcher's Keep, the end of SoA will run immediately into ToB.

Once ToB starts you can never return to the areas in SoA.
The only exception is Watcher's Keep, whch appears in both world maps. Apparently you can start WK in SoA, finish SoA, and return to WK in ToB and continue WK from where you left of.
