I think it might have something to do with the questions being repeated as well. I don't know how anyone can read and answer a question in an average of 3 seconds. I am a slower reader however.

Depends on the question, I suppose. When they're asking for the Roman numeral symbol for '5', you only need a few seconds to read it and answer it. When you have to read a small story just to figure out what the question is (which happens on occasion, unfortunately), it takes a lot longer.
Would be easier if there were no nursery rhyme questions, though. Those are all incredibly easy for native speakers (I assume), but for a non-native, often all you can do is pick a random answer and hope it's the correct one. And let's not even talk about US sports...
