First off, Elves can't dual-class, only Humans can, so I assume you're talking about a multiclass Elven Fighter/Mage. Fighter/Magi can use any type of weapon without penalty. Also, they can wear any type of armour, but wearing anything other than Mage Robes or Elven Chainmail hampers spellcasting, i.e they will not be able to cast spells while wearing leather, chain/splint mail, or plate armour. Wearing a helmet or using a shield does not confer penalties however.

A Fighter/Mage is thus perfectly able to wield a sword and still cast spells, but a pure Mage, even an Elf, cannot wield a sword.

To dual-class properly, your character needs
1) to be a Human
2) to have a minimum of 15 in his/her starting class' prime ability
3) to have a minimum of 17 in the prime ability of the class you want him/her to dual to and
4) to be of 2nd level in the starting class at least.
