The difference is, the USA is not right next to countries it has threatened recently to nuke, and I also disagree with you on another point, when ever the USA or USSR or any NATO country was going to do a test missile launch, the other countries were notified to prevent World War Three.
Someone asked well was it a Nuke? There is no way to tell untill it detonates, so the retaliation has to come before it lands....read up on how the cold war was conducted folks.
