Signore Pastor-olio is looking for a writ that allows you to work in the mines. You can find one on Grendel's burnt body, or if you've a spare cask of Boogre brew sitting around, the old Signore can be *ahem* pursuaded to find your writ laying around there.
You'll want to give the invitation to one of the stout guards later on.
