Nope, you do not. You do not even need Haer' Dalis in your party to get that subquest.
The only NPCs with NPC related subquests are the following,
Related as in you must have the NPC in your party.
Mazzy, her niece falls ill.
Nalia, trouble with her bethrothed
Jan Jansen, his ex-girlfriend's daughter falls ill
Jaheira, her Harpers' quests
Keldorn, family problems
Korgan, Book of Kaza quest
Edwin, Nether scroll quest
Anomen, sister's murder quest
Cernd, son got kidnapped.
and any romance related quests.
Haer' Dalis
was supposed to have a quest, about him being framed for murder, but it never got implemented in the game. The house related to his quest can be found in the Bridge District, but the triggers are not there.
