The cowled wizards require you to get rid of Valygar if you search you will find him in his estate in the Umar hills guarded by the rangers.
After having a short conversation you can either kill him or keep him alive and together you two will venture to the Planer Sphere.
Do the quest and you will get it from his Ancestor
