Crom Faeyr is indeed a better weapon, but since you can only use it in the final chapter in SoA, it doesn't make it very feasible or as useful as Celestial Fury, which is accessible right from the start of chapter 2.
In terms of battle axes:
1.Axe of Unyielding +5 (upgraded)
2.Axe of Unyielding +3
3.Frost Reaver/Stone Fire
4.Azuredge
The axe of unyielding is only available if you have ToB installed, but you can still get it from chapter 2 in SoA which is why i've included it.
