the item is not very hard to make. if you use IEEP, you will know

I tried to make a spell that does Pseudo Fireball, but it just dont work
so I used Fireball (the one comes with the game) and made a scroll with IEEP. then i tried to cast with the scroll, nothing happens. scroll disappear indicating it is being used. but nothing else. anyone has any idea?
