IIRC, this quest is signposted in the manual. in fact all the NPCs have clues to their location. i think this one says something about him currently perfoming beneath the five flagons, but has been missing for some time.
i dont mention this to embarass balrogbane or anything, but to remind people that the answer, 90% of the time, turns out to be in an embarassingly obvious location.
like the time i spent a couple days looking for a rod of resurrection, cos id picked it up and the saved, then forgot about it.
