Why not just use other arrows, if the mystic ones are exhausted?
I think the 'better' ammo is only somtimes generated. I had games where i had less than 100 lightning bolts during the whole game (saved them all for the end). In another game (5 rangers), Anna didn't produce anthing but plain ammo within 48 hours (6 rest periods) (i was completely out of bolts, so i was happy to get at least plain ones).
So i think if you really need mystic arrows (and if ferro produces them - don't know), the buy his normal ammo, and rest. And if resting 6 times doesn't work, try resting 60 times.
