It is hard to say. Even though the worm may have been written to propagate through P2P network, someone could have also mailed the infected file as an attachment to her.

Or your sister might have downloaded and execute the infected file without realizing the consequences. The chances of an unprotected PC picking up viruses/wroms from the internet is rather high these days.
